This non-security update includes improvements and fixes that were part of KB4038777 (released September 12, 2017) and also includes these new quality improvements as a preview of the next Monthly Rollup update:

Addressed issue in which WMI data doesn't correctly migrate during an in-place upgrade to Windows 10 on computers that are running Windows 7 SP1 with WMF 5.1 installed.

Addressed issue in which Failover Cluster Manager incorrectly reports replication networks as down when they're actually online after installing KB3125574 or KB2937350.

Addressed issue in which RDP fails when FIPS is enabled and Triple DES (3DES) Cipher is disabled. In such a scenario, for RDP to work, you must enable system-level FIPS Algorithm policy.
- Addressed issue in which applications that have LDAP referral chasing options enabled use a TCP dynamic port connection that doesn’t close until the applications close or the calling operating system restarts. Given sufficient time and volume, these applications may completely consume all TCP dynamic ports. If that occurs, network communications will fail for any protocol or operation that uses dynamic ports. This issue was introduced by the July 2017 and August 2017 cumulative updates starting with KB4025337 and KB4025341.
- Improved the reliability of MP4 video playback on Internet Explorer 11.
