Personal Oracle should ship with its own ODBC driver that is looking for a file, as opposed to the Microsoft Oracle OLE DB provider, that is looking for a server to communicate with. Using the Personal Oracle ODBC driver will allow you to open an ADO connection and create an ADO recordset successfully.
