You receive an "InfoPath cannot create a new, blank form" error message when you try to open a form in InfoPath 2003

Symptoms

When you start Microsoft Office InfoPath 2003 and try to open any form, the form does not open. You receive the following error message:
InfoPath cannot create a new, blank form.

Unspecified error.

Cause

This problem may occur because the registry is not correctly updated for InfoPath 2003. The registry is not correctly updated when the Prevent language tune-up from running policy is enabled and is set to Never run language tune-up.

Workaround

To work around this problem, use one of the following methods to update the registry for InfoPath 2003.

Method 1: Run the Microsoft Office 2003 Language Settings tool

To update the registry for InfoPath 2003, run the Microsoft Office 2003 Language Settings tool. To do this, follow these steps:
  1. Click Start, point to All Programs, point to Microsoft Office, point to Microsoft Office Tools, and then click Microsoft Office 2003 Language Settings.
  2. Click OK to close the Microsoft Office 2003 Language Settings tool.

Method 2: Manually update the registry

To manually update the registry for InfoPath 2003, follow these steps.

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
  1. Exit InfoPath 2003.
  2. Click Start, click Run, type regedit, and then click OK.
  3. Locate and then click to select either the Office 2003 registry subkey or the InfoPath 2003registry subkey:
    • Office 2003:
      HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\LanguageResources
    • InfoPath 2003:
      HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\InfoPath\Language
  4. After you select one of the subkeys in step 3, point to New on the Edit menu, and then click DWORD Value.
  5. If you selected the LanguageResources subkey in step 3, type InstallLanguage, and then press Enter. If you selected the Language subkey in step 3, type DefaultLanguage, and then press Enter.
  6. Right-click the subkey that you created in step 5, and then click Modify.
  7. If you right-clicked the InstallLanguage DWORD Value, type 1033 for English in the Value data box, and then click OK. If you right-clicked the DefaultLanguage DWORD Value, type 00000409 for English (decimal) in the Value data box, and then click OK.
  8. On the File menu, click Exit.
