Cause

This problem may occur if both of the following conditions are true:
  • You used the Microsoft Exchange Mailbox Merge program (Exmerge.exe) to migrate data between mailboxes in different Exchange organizations and sites.
  • During the Exmerge.exe process, you selected the option to extract associated folder messages from the source store and import the messages to the target store. (In the Source Server dialog box, you clicked Options, and then clicked to select the Associated folder messages check box on the Data tab.)

Note Associated messages are used to store folder rules and views.
When you try to move a mailbox that has been migrated by using Exmerge.exe, the move is not successful because the GetProps method does not retrieve the property value of an Out of Office rule message that is associated with the Inbox of the mailbox.
