Changing the code page of an e-mail in outlook does not affect the subject characters

Symptoms

Arabic characters does not appear correctly in the message�s body and the message�s subject in Microsoft outlook if the e-mail was sent from a web based e-mail provider (www.hotmail.com for example).
Microsoft Outlook might not be able to determine the original code page of the characters.
Changing the code page using the View/Encoding menu in outlook can solve the issue per each message and the Arabic characters in the message body will appear readable again.
However, the Arabic characters in the message subject will not be changed and will remain in the wrong code page.

Cause

The message subject is a fixed attribute of the message and can not be changed in the cleint side.

Resolution

In Exchange 2000 organization, change the Character Sets to Arabic (Windows 1256) for Non-MIME in the Message Format of the Internet Message Format in the Global settings using the Exchange System Manager
In Exchange 5.5 organization, set the Non-MIME character set to Arabic (Windows 1256) in the Internet Mail configuration of the Internet Mail Service
