"Subtask NeedsConfiguration execution failed" error in the Hybrid Configuration Wizard in Exchange Server 2013

Problem

When you run the Hybrid Configuration Wizard in Exchange Server 2013, you receive the following error message:
ERROR : Subtask NeedsConfiguration execution failed: Configure MRS Proxy Settings Execution of the Get-WebServicesVirtualDirectory cmdlet has thrown an exception. This may indicate invalid parameters in your hybrid configuration settings. An IIS directory entry couldn't be created. The error message is Access is denied. . HResult = -2147024891 at Microsoft.Exchange.Management.Hybrid.RemotePowershellSession.RunCommand(String cmdlet, SessionParameters parameters, Boolean ignoreNotFoundErrors)

Cause

This issue may occur if you have one or more Exchange 2007 servers in your on-premises environment,�and they are not members of the Exchange Trusted Subsystems group.

Solution

Add the Exchange 2007 servers to the Exchange Trusted Subsystems group. To do this, follow these steps:
  1. On a domain controller, click Start, click Run, type dsa.msc, and then click OK to open the Active Directory Users and Computers snap-in.
  2. Locate the appropriate domain, and then click the Microsoft Exchange Security Groups container.
  3. In the details pane, double-click Exchange Trusted Subsystem.
  4. Click the Members tab, and then add the server to the Members list.
  5. Rerun the Hybrid Configuration Wizard.
