"error_pagetitle" error message when you try to create a new list or site in a SharePoint Online subsite

Problem

When you try to create a new list or website in a Microsoft SharePoint Online subsite, you receive the following error message:
error_pagetitle
An error occurred while getting the items:
[ArgumentNull_Generic]

For example, you may encounter this problem when you click Create on the All Site Content menu.

Workaround

To work around this problem, create a permission level, and assign that level to the users who have to create new lists and sites. To do this, follow these steps:
  1. As a user who has administrator permissions, browse to the root site collection for the subsite where the problem exists.
  2. On the site, click Site Actions, and then click Site Settings.
  3. Click Site Permissions, and then click Permission Levels on the ribbon.
  4. Click Add a Permission Level.
  5. Provide a unique name for the Permission Level.
  6. Cick to select the check box next to Open - Allows users to open a Web site, list, or folder in order to access items inside that container.
  7. At the bottom of the page, click Create.
  8. To create a new group, click Site Actions, and then click Site Settings.
  9. Click Site Permissions, and then click Create Group on the ribbon.
  10. At the top of the page, provide a name for the group.
  11. In the Give Group Permission to this Site section, click to select the check box next to the new Permission Level that you specified in step 4.
  12. At the bottom of the page, click Create.
  13. After the new group is created, click New, click Add Users, and then add the users who are experiencing this problem.

This problem occurs if the following conditions are true:
  • A user has permissions to create lists and websites, but isn't an administrator of the site.
  • You received the latest SharePoint Online service update.
