OFF2000: "You Have Limited Privileges..." Error with Managed Deployment on Windows 2000

Symptoms

When you attempt to install an advertised Microsoft Office 2000 program under Microsoft Windows 2000, the installation stops and you receive the following error message:
Microsoft Office 2000 Setup has determined that you have limited privileges on this computer. If you are running setup, you must use the /q or /qb command-line option. Otherwise, contact your system administrator for more information.
When you click OK, you receive the following error message:
Installation ended prematurely because of an error.

Cause

This problem occurs when the following conditions are true:
  • You are using Microsoft Windows 2000.

    -and-
  • An administrator used the Application Deployment Editor of Windows 2000 to assign or publish a managed installation of Office 2000 to your user account, and clicked Maximum under Installation user interface options.
And you do either of the following:
  • You install the program by using the Add/Remove Programs icon in Control Panel.

    -or-
  • You double-click the shortcut of an assigned program, which triggers the installation.

Workaround

An administrator can work around the problem by using either of the following methods.

NOTE: You must be logged on as an administrator to use either of these methods.

Deploy the Program with the Basic Installation User Interface Option

If the administrator uses this option, users are unable to customize the installation, and must use the program as the administrator configured it.

To use this option, open the Application Deployment Editor, and on the Deployment tab, under Installation user interface options, click Basic.

Enable User Control Over Installs

If the administrator uses this option, it reduces security, but enables users to have full control over their programs.

To use this option, open the Microsoft Management Console's Group Policy snap-in, expand the following path
Administrative Templates/Windows Components/Windows Installer
and enable the Enable user control over installs policy.
