Symptoms

When you attempt to list users or groups from a selected domain and click Add in the Permissions dialog box in FrontPage Explorer, the following error message occurs:
Server error: Error occurred while retrieving the list of users from the systems.

Cause

This error occurs because you have NTLM as the authentication method and you have made changes to the registry settings, as describing in the following Microsoft Knowledge Base article:

Resolution

Do not use NTLM as your authentication method. Use Basic authentication or change the registry setting back to the original setting.

More information

When you try to list users or groups from your workstation using the FrontPage client, you must first be authenticated through the Web server. You then will be authenticated to the PDC to retrieve the users or groups. The following two methods of authentication are used to retrieve the users or groups from the PDC:

Basic Authentication

With Basic authentication, you are authenticated to the Web server first by Basic authentication. You will then be authenticated to the PDC to retrieve the users or groups. When you use Basic authentication, you are authenticated to the Web server through Basic authentication, which then delegates or forwards this authentication to the PDC.
NTLM Authentication

With NTLM authentication, you are authenticated to the Web server first by NTLM. NTLM does not allow more than one authentication or hop. This means that the PDC does not authenticate you when you are trying to retrieve a list of the users or groups.

If you have not changed the registry settings per the Knowledge Base article mentioned above, you will be able to access the users and group through the Windows NT Anonymous account.

If you have applied the change per the Knowledge Base Article mentioned above, then you will prevent the Anonymous account from being able to see the users or groups.
