The Exchange Server 2007 "Messages queued for submission" performance counter displays an incorrect value

Symptoms

The Messages queued for submission performance counter of the Microsoft Exchange Server information store (MsExchangeIS) mailbox displays the current number of submitted messages that are waiting to be processed by transport. In some cases, the value of Messages queued for submission is never set to zero on a Microsoft Exchange Server 2007 mailbox server, even when there are no messages in the queue.

Cause

This issue occurs when there is an exception during message submission. This blocks the Messages queued for submission performance counter from being updated correctly.

Resolution

To resolve this issue, download and install Update Rollup 2 for Exchange Server 2007 Service Pack 2.
