Symptoms

On a computer that is running Microsoft Office Outlook 2003, you have Windows Internet Explorer 7 or�Windows Internet Explorer�8�installed. When you try to forward or reply an e-mail message in Outlook 2003, you find that the CPU usage reaches almost 100 percent in the Performance tab of Windows Task Manager. Additionally, the e-mail message is open, the scrollbar shows wrong size, and the pointer is blinking in an unusual way.

Cause

This problem occurs because of the way that Outlook 2003 hooks Mshtml.dll to have an Insert control in the HTML view. This problem occurs when the computer has Internet Explorer 7 or Internet Explorer 8 installed.�
