Cause

On Microsoft Windows Vista and Microsoft Windows Server 2008, when you ping another�host on the network and receive�a failure result such as�"Destination�Host Unreachable," you may receive a statistic report that shows 0% packet loss, despite none of the packets having reached the host successfully.
