The shutdown process does not finish, and you receive an error message on a computer that is running Windows Vista or Windows Server 2008: "Stop 0x0000009F"

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows Vista or Windows Server 2008.
  • A universal serial bus (USB) device is connected to the computer.
  • You put the computer to sleep or into hibernation while a client application or driver is communicating with the USB device.
  • You resume the computer and then try to shut down the computer.
In this scenario, the system seems to be shutting down, but the shutdown process does not finish. The power LED does not go out even though the signal to the screen is already turned off and even though there is very little or no disk activity. Eventually, you receive the following Stop error message:
Stop 0x0000009F (00000003,
parameter2, parameter3,
parameter4)
DRIVER_POWER_STATE_FAILURE
Note The parameters in this Stop error message may vary, depending on the actual configuration.

Cause

This problem occurs because the system does not clear outstanding transfers before it closes the endpoints on a USB device. This behavior may cause a power I/O request packet (IRP) to be blocked for a long time, and eventually the system may present a Stop error.

Resolution

Hotfix information

Important Windows Vista and Windows Server 2008 hotfixes are included in the same packages. However, only one of these products may be listed on the “Hotfix Request” page. To request the hotfix package that applies to both Windows Vista and Windows Server 2008, just select the product that is listed on the page.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

Prerequisites

To apply this hotfix on a Windows Vista-based computer, you must have Windows Vista Service Pack 1 or Windows Vista Service Pack 2 installed on the computer.
