This error is logged if the system that is upgraded has several language packs installed and the SP2 upgrade package does not contain the updates for all of the languages installed.

You can check which languages are installed.
- Click�Clock, Language and Region�in Control Panel, click Region and Languages, and then�click the Keyboards and Languages tab.
- Click Install/uninstall languages.
- Click�Uninstall display languages.
In the list, you can see the languages currently installed on your OS.
