You experience a delay during startup on a computer that is running Windows Vista or Windows Server 2008 when the computer has certain devices connected

Consider the following scenario. When certain devices are connected to a computer that is running Windows Vista or Windows Server 2008, each of these devices causes a 15-second delay during system startup. For example, if two such devices are connected, you experience a delay of 30 seconds during system startup. This delay typically occurs when human input devices (HIDs) or infrared devices are connected to the computer.

The Win32K.sys driver calls the IoRegisterPlugPlayNotification routine to register a callback function to receive Plug and Play (PnP) device arrival notifications. Under certain circumstances, the Win32k.sys driver may receive two separate arrival notifications for the same device. This is a known behavior that is described in the Windows Driver Kit documentation. However, the Win32k.sys driver does not ignore the second arrival notification as expected. Instead, it tries to open a second handle to the same device identifier. Therefore, this attempt fails and is retried. The retry attempt costs 15 seconds for each device.

Hotfix information
