Some journal messages are stuck in the Submission queue in Exchange Server 2007

Symptoms

Consider the following scenario. In a Microsoft Exchange Server 2007 Service Pack 1 environment, you specify a backup e-mail address to which the journal reports are sent if the original journaling mailbox is unavailable. To do this, you use the following command:
set-transportconfig -JournalReportNdrTo <SMTP address of external contact>
Note This e-mail address may be an external contact.

In this scenario, some journal messages are stuck in the Submission queue.

Note You can check for this issue by using Queue Viewer in the Toolbox node of the Exchange 2007 Management Console.

Cause

For journal messages, if the JournalReportNdrTo parameter is set, a non-delivery report (NDR) message that attaches the journal reports should be sent to the e-mail address that is specified. However, Exchange Server 2007 SP1 introduced a flag for journal messages to force them to be delivered. When the journal messages cannot be delivered for some reason, the journal messages are stuck in the queue forever because the journal messages cannot be delivered.

To resolve this problem, install Update Rollup 8 for Exchange Server 2007 Service Pack 1.
