After you migrate a user�s mailbox content from the on-premises messaging environment to the Microsoft Exchange Online environment in Microsoft Office 365, or Microsoft Business Productivity Online Standard Suite, the delegate configurations in the user�s mailbox are not available.
Note The delegate configurations grant other users the Send On Behalf permission so that the other users can send messages on behalf of the mailbox owner.

This behavior occurs because the delegate configurations are not migrated.

To resolve this behavior, assign the delegate configurations by using Exchange Online.�Before migration,�obtain a list of users who have delegate access to the user�s mailbox �directly from Outlook. Or, use the Exchange Management Shell if you have Microsoft Exchange Server 2007, or a later version, in your on-premises environment.��
Migrated mailbox users can re-assign the permissions in Outlook by using the version of the Global Address List they have downloaded from�Exchange Online.
