You receive an error message when you try to move Exchange 2000 mailboxes or Exchange 2003 mailboxes from one forest to an Exchange 2007 server that is located in another forest by using the Move-Mailbox command

Symptoms

When you try to move Exchange 2000 mailboxes or Exchange 2003 mailboxes from one forest to an Exchange 2007 server that is located in another forest by using the Move-Mailbox command, you receive the following error message:
One or more of the following mailbox policy settings failed to validate: Unified Messaging, Messaging Records Management Content, and Exchange ActiveSync. To remove the policies, specify the -IgnorePolicyMatch parameter. The domain controller '<server name>' is running operating system version 5.0 (2195) Service Pack 4. The minimum version required is 5.2 (3790) Service Pack 1.

To resolve this problem, install Update Rollup 5 for Exchange 2007 Service Pack 1.
