A public folder conflict message cannot be delivered, and event error 1016 is logged, when the public folder name contains DBCS characters in an Exchange Server 2007 Service Pack 1 environment

Symptoms

When multiple users edit and then save the same public folder message at the same time, a conflict message is delivered to the public folder owner's inbox. For Microsoft Exchange Server 2007, when the name of a public folder contains double-byte character set (DBCS) characters, the public folder conflict message is not delivered as expected. And, the following event is logged in the Application log:

Event Type: Warning
Event Source: MSExchange Store Driver
Event Category: MSExchangeStoreDriver
Event ID: 1016
Description:
The sender for event xxxx mailbox 00000000-0000-0000-0000-000000000000 MDB <guid> is invalid. The event will be ignored.
