The TimeZone entry in an unattended installation file is not supported in Windows Vista and in Windows Server 2008

The TimeZone entry in an unattended installation file is used to specify the time zone settings for a computer during an unattended installation. This entry is available in Microsoft Windows 2000, in Microsoft Windows XP, and in Windows Server 2003. However, the TimeZone entry is not supported in Windows Vista or in Windows Server 2008.

In Windows XP and in Windows Server 2003, the registry value is located under each time zone entry in the Windows registry. The value is used to set the time zone in the Unattend file.
