Error message when you try to send a copy of a workbook as an XPS attachment in an e-mail message in Excel 2007: "Permission to this workbook is currently restricted"

Symptoms

You try to send a copy of a Microsoft Office Excel 2007 workbook that has restricted access as an XML Paper Specification (XPS) attachment in an e-mail message. When you do this, you receive the following error message:
Permission to this workbook is currently restricted. If you save in this format, any restrictions to this workbook will be removed. Are you sure you want to continue?
You click Yes, and then send the e-mail message. When you do this, the e-mail recipient cannot open the XPS attachment. Additionally, the recipient receives the following error message:
Cannot open this document because your permissions have expired.
This problem occurs even after you have granted Full Control permissions for the workbook to the e-mail recipient.

Cause

This problem occurs if the workbook is not saved before the e-mail message is created.

Resolution

To resolve this problem, save the workbook before you send the e-mail message. To do this, follow these steps:
  1. Click the Microsoft Office Button, click Save, type a name for the file, and then click Save.
  2. Click the Microsoft Office Button, point to Send, and then click E-mail as XPS Attachment.

Steps to reproduce the problem

  1. Start Excel 2007.
  2. Click to select cell A1, and then type test.
  3. Click the Microsoft Office Button, point to Prepare, point to Restrict Permission, and then click Manage Credentials.
  4. In the Select User dialog box, click the name of your user account, and then click OK.
  5. In the Permission dialog box, click Restrict permission to this workbook, and then click Change.
  6. Double-click one or more users, and then click OK two times.
  7. Click the Microsoft Office Button, point to Send, and then click E-mail as XPS Attachment.
