The Ribbon does not display keyboard shortcut tooltips when you press F10 or ALT in a 2007 Office program

Symptoms

You insert a SmartArt graphic into a 2007 Microsoft Office program document. Then, you click the Text pane to edit the text for the graphic. When you press the F10 key or the ALT key, the Ribbon does not display keyboard shortcut tooltips for the Ribbon tabs or for Quick Access Toolbar items.

Additionally, if you try to use the arrow keys, the Close menu for the Text pane is displayed.

Workaround

To work around this issue, you can press CTRL+SHIFT+F2 to change the focus from the Text pane to the SmartArt graphic itself. Any selections that you made in the Text pane will be maintained. You can then press the F10 key or the ALT key to access the Ribbon and the keyboard shortcut tooltips. When you are finished, you can then press CTRL+SHIFT+F2 to return to the Text pane.
