Error message when you try to open a form or try to preview a form in InfoPath 2003 with Service Pack 1: "InfoPath cannot create a new, blank form"

Symptoms

When you try to open a form or try to preview a form in Microsoft Office InfoPath 2003 with Service Pack 1, you receive an error message that resembles the following:
InfoPath cannot create a new, blank form.
InfoPath cannot open the form. To fix this problem, contact your system administrator.
You receive this error message even though the form is a new, blank form. When you click Show Details, you receive the following error message:
Form template: <filepath>
InfoPath cannot open the selected form. There was an error while loading the XML schema for the form.
Access is denied.
Note In this error message, <filepath> is a placeholder for the location of the form that you want to open or to preview.

Cause

This problem occurs if one or more of the following conditions are true:
  • The versions of the following files are old and are incompatible with InfoPath 2003 Service Pack 1:
    • The Hlink.dll file
    • The Urlmon.dll file
    • The Oleaut32.dll file
  • A third-party application installs duplicate copies of the Hlink.dll file or of the Urlmon.dll file.

Resolution

To resolve this problem, follow these steps:
  1. Click Start, click Run, type Regsvr32 %SystemRoot%\System32\hlink.dll, and then click OK.
  2. Click Start, click Run, type Regsvr32 %SystemRoot%\System32\urlmon.dll, and then click OK.
  3. Click Start, click Run, type Regsvr32 %SystemRoot%\System32\oleaut32.dll, and then click OK.
