FIX: COM Transaction Integrator now includes the Allocate operation time in the timeout setting in Host Integration Server 2000

Summary

The Microsoft Component Object Model (COM) Transaction Integrator (COMTI) in Microsoft Host Integration Server 2000 is used to access programs on mainframe systems. Previously, the timeout setting for a COMTI Remote Environment did not include the time that is required to complete the Allocate operation to the mainframe. With this new feature, if the Allocate operation cannot complete, the COMTI method call will time out.
