FIX: BIND requests fail with an Event 18 "Sense Data = 083B0001" error message in Host Integration Server 2000, Host Integration Server 2000 Service Pack 1, and Host Integration Server 2004

Symptoms

If multiple Microsoft Host Integration Server 2000, Host Integration Server 2000 Service Pack 1 (SP1), or Host Integration Server 2004 servers send BIND requests to a remote system at the same time, the remote system may reject the BIND requests by sending a BIND �RSP with IBM Sense Code 0x083B0001.

You may receive the following message in the application event log when this problem occurs:


Event ID: 18
Source: SNA Server
Description: APPC session activation failure: BIND negative response or UNBIND 
request received

   Sense data   = 083B0001   
   Connection   = ConnectionName
   LU alias     = LUName
   PLU alias    = PLUAlias
   Mode name    = ModeName
Note This problem only occurs when the Host Integration Server 2000, Host Integration Server 2000 SP1, or Host Integration Server 2004 servers are sending extended BIND requests to the remote system.

Cause

An extended BIND request includes a Fully Qualified PCID control vector. The vector must be unique across the SNA network. The Fully Qualified PCID control vector includes an 8-byte PCID value that also must be unique in the SNA network. Host Integration Server 2000 generates the 8-byte PCID value by using the local system time. If multiple Host Integration Server 2000, Host Integration Server 2000 SP1, or Host Integration Server 2004 servers send BIND requests to a remote system at the same time, the 8-byte PCID value may be duplicated. The remote system detects the duplicate PCID values and rejects the BIND requests with a BIND �RSP that includes IBM Sense Code 0x083B0001.
