XADM: You Receive a "Microsoft Exchange Messaging and Collaboration Services cannot be assigned" Error Message When You Perform a Disaster Recovery Operation

Symptoms

When you perform a Disaster Recovery operation by using Administrators, Domain Admins, Domain Users, Enterprise Admins, Exchange Domain Servers, Exchange Services, or Schema Admins group membership, you may receive the following error message:
The component "Microsoft Exchange Messaging and Collaboration Services" cannot be assigned the action "Disaster Recovery" because:
- Active Directory has not replicated all the correct permissions for the deleted items container. Please wait until replication completes before running setup.

Cause

This problem occurs because only an Exchange Full Administrator is authorized to perform this operation.

Workaround

To work around this problem, perform any one of the following:
  • Delegate a user with the Exchange Full Administrator role to run the disaster recovery.
  • Log on as another Exchange Full Administrator to run the disaster recovery.
To log on as a user with Exchange Full Administrator permissions and delegate Exchange Full Administrator role:
  1. Click Start, point to Programs, point to Microsoft Exchange, and then click System Manager.
  2. Right-click Exchange organization name, and then click Delegate control.
  3. To add a user, in the Exchange Administration Delegation Wizard, click Next, and then click Add.
  4. In the Delegate Control Window, click Browse, and then click the user account that you are adding.
  5. In the Role list, click Exchange Full Administrator, and then click OK .
  6. Click Next, and then click Finish.
