Apple ID prompt is not displayed during Setup Assistant for DEP device in Intune

Symptoms

Even though a Device Enrollment Program (DEP) profile is configured to show the iCloud and Apple ID options in Microsoft Intune, the Apple ID screen isn't displayed when the Setup Assistant runs.

Cause

This issue can occur if an iOS restriction configuration profile is assigned to the device by having the Account modification setting set to Block.
 
The behavior is expected because this setting is intended to keep the device on the Remote Management screen until the Mobile Device Management (MDM) enrollment finishes, and also during the evaluation and issuing of policies to the devices.

Workaround

To work around this issue, go to Device Restrictions > General, and remove the Account modification setting from the restriction configuration profile that’s assigned to the device.

More information

If you want to keep the Account modification setting set to Block, you can target or assign the device configuration profile to users instead of to devices. In this case, you would set the DEP enrollment profile to have user affinity with the Company Portal (UA w/CP).

UA w/CP initially enrolls the device in Setup Assistant as a device only. User affinity isn't known or achieved until the user starts, logs in, and finishes the wizard in the Company Portal application. Therefore, targeting the device restriction to block account modification would be effective on the device only after the Company Portal setup is completed.
