This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:
- Addresses time zone changes for Russian daylight standard time.
- Addresses time zone changes for Moroccan daylight standard time.
- Addresses an issue that causes the installation and client activation of Windows Server 2019 and 1809 LTSC Key Management Service (KMS) host keys (CSVLK) to not work as expected. For more information about the original feature, see KB4347075.
- Addresses an issue that may prevent the use of the Seek Bar in Windows Media Player when playing specific files. This issue does not affect normal playback.
- Security updates to Microsoft Scripting Engine, Internet Explorer, Windows App Platform and Frameworks, Microsoft Graphics Component, Microsoft Edge, Windows Storage and Filesystems, Windows Authentication, Windows Wireless Networking, and Windows Kernel.
If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.
