XL2002: You Cannot Open an Excel File By Double-Clicking the File After You Apply Excel 2002 Update: June 19, 2002 to the Thai-Language Version of Office XP SP-1

Symptoms

When you download and install the Microsoft Excel 2002 Update: June 19, 2002 on a computer where the Thai-language version of Microsoft Office XP Service Pack 1 (SP-1) is installed, you may notice that you cannot open existing Excel files when you double-click the files. For example, when you double-click an .xls file, Excel starts as expected, but the file does not open.

Cause

This problem may occur if you apply the Excel 2002 Update: June 19, 2002 to the Thai-language version of Office XP SP-1 on a computer that is configured to use Thai-language settings.

Resolution

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix.

The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Workaround

To work around this problem, open the file after you start Excel. To do so:
  1. Start Excel.
  2. On the File menu, click Open.
  3. In the Open dialog box, locate the file that you want to open, and then click Open.
