Symptoms

The Configuration Wizard in Internet Services Manager for the FrontPage 2000 Server Extensions permits a system administrator to configure an account that will act as the administrator of a particular Web site. After you complete Configuration Wizard, you cannot access the Web through the account that you specified as the administrator account.

The Event Viewer contains a FrontPage 4.0 event:
Microsoft FrontPage Server Extensions: FrontPage server extensions already installed on port /LM/W3SVC/1:. Reverting to upgrade.

Cause

The existence of FrontPage Server Extensions meta data that you copied from another server or location will make it impossible to perform a typical installation. When the installation process is an upgrade installation instead of a complete installation, Configuration Wizard ignores the user account that you specified as the administrator.

This behavior is by design.

Workaround

To work around this issue, add the account to the Web site as an administrator through Internet Services Manager.
  1. Click Start, point to Programs and Administrative Tools, and then select Internet Services Manager.
  2. In Internet Services Manager, right-click the Web site. Click New, and then click Server Extensions Administrator.
  3. Type the user account in the User Name box and then click OK.

This is a different way to add a user to a Web site as an administrator.
