FIX: BizTalk Server Cannot Process SMIME Signed or Encrypted Documents Under Heavy Load

Symptoms

BizTalk Server may generate an error similar to one of the following errors when it processes SMIME signed or encrypted messages:

Error 1

An error occurred in BizTalk Server.

The parameter is incorrect.

Error 3

An error occurred in BizTalk Server.

The submitted document does not have the necessary signature or encryption required by channel "channel2". The following certificates accompanied the submitted data:

Signature certificate reference: "Security: Error occurred
Malformed message signature."
Encryption certificate reference: ""

No channel that corresponds to the parameters has been specified.

Suspended Queue ID: "{E039CFF7-64C5-483B-AE9F-CB8EA28A4E0A}"
When one of these errors occur, BizTalk Server places the documents that it did not process into the Suspended queue.
