Public folder forwarding rule doesn't work after migration to Exchange Server 2013

Symptoms

Consider the following scenario:
  • You migrate from Microsoft Exchange Server 2010 to Exchange Server 2013.
  • You have a forwarding rule that was created by the Folder Assistant for a public folder.
  • The forwarding rule uses the "Leave message intact" method.

In this scenario, if an email message is received from an external sender, the message is not forwarded.

Cause

This issue occurs because the Send-As permission is evaluated incorrectly.

Resolution

To resolve this issue, install Cumulative Update 13 for Exchange Server 2013 or a later cumulative update for Exchange Server 2013.
