Symptoms

If messages are sent to X.400 one-off addresses that match the default recipient policy but are not in Active Directory, those messages may loop between routing groups when a Routing Group connector is created between the routing groups, even though the Share address space with other X.400 systems option is set.

More information

To activate this fix, you need to set the Share address space with other X.400 systems option. For additional information about how to set this option, click the article number below to view the article in the Microsoft Knowledge Base:
293458 XCON: How to Add the "Share Address Space with Other X.400 Systems" Option in Exchange 2000
If you set the Share address space with other X.400 systems option in Exchange 2000, you must enable the option on the default policy for the option to take affect. You must also manually enable the Share address space with other X.400 systems option on all of the Exchange Server 5.5 sites in the organization.

By design, this setting is an organization-wide setting, not an administrative group-level or site-level setting.

IMPORTANT: Be aware that this setting might cause unwanted routing of mail if you have any other X.400 routes outside your organization that match or partially match any existing address spaces in the organization.
