Symptoms

After you configure a Web site with Microsoft FrontPage 2002 Server Extensions, you cannot authenticate by using Site Server Membership Authentication. Also, you may receive an error message that is similar to one of the following:
Unable to contact Web server http://example.microsoft.com.
Vermeer RPC packet.
You are not authorized to view this page.
You do not have permission to view this page using your current user account. Please try the following: If you have another user account with a higher level of permission, click your browser's Back button to try again using that account. If you believe you should be able to view this page, contact the Web site administrator.

Cause

Site Server Membership authentication is not supported with FrontPage 2002 Server Extensions and SharePoint Team Services from Microsoft.
