0xc0000142 error is not logged in Windows 8 and Windows Server 2012

Symptoms

Assume that you have a computer that is running Windows 8, Windows RT, or Windows Server 2012. When you run an application, you receive an error message that resembles the following:
The application failed to initialize properly (0xc0000142). Click OK to terminate the application.
In this situation, this error message is not collected by Windows Error Reporting (WER), and no dump file is generated. Therefore, you cannot find the log of this error message in Reliability Monitor or in Event Viewer.

Cause

This issue occurs because the loader stops the application process before the application throws the initialization error. Therefore, WER cannot collect and log the error.

Resolution
