"An error occurred while setting up your new subscription" error when you try to switch plans in Office 365

Problem

When you try to switch plans in Office 365, you get the following error message:
An error occurred while setting up your new subscription

Solution

First, make sure that the service health status of the plan for your current subscription doesn't show any issues. Any service health issues that are associated with the plan for your current subscription will prevent you from switching plans and may be the source of the error message. For more info about how to check the service health status, go to the following Microsoft website:
View the status of your services
If the service health looks good, contact Office 365 Technical Support.
