"It's time to upgrade your browser" message when you try to access Office 365 services

Problem

When you browse to the Office 365 sign-in page, you can't sign in or access Office 365 services. Instead, you receive the following message and are prompted to upgrade your web browser:
It's time to upgrade your browser!

You're currently using an old browser that doesn't support all the features of the service you're trying to access.
You receive this message if you're using a browser that's not supported by Office 365.
