Symptoms

Assume that you use Windows Internet Explorer 9 on a computer that is running Windows 7 or Windows Server 2008 R2. You set the system locale to Chinese (Traditional, Hong Kong S.A.R.) on the computer. In this situation, Internet Explorer 9 cannot display Hong Kong Supplementary Character Set (HKSCS) Private User Area (PUA) characters on webpages that use Big5 encoding.
