"One or more problems caused failure of installation" error message when you try to install a second language version of SQL Server Data Tools

Symptoms

Assume that you have installed SQL Server Data Tools (SSDT) with Microsoft Visual Studio 2010 Integrated Shell on your computer. When you try to install a second language version of SSDT, you receive an error message that resembles the following:

One or more problems caused failure of installation. Correct these problems, then start again installation.

Workaround

To work around the issue, rerun the setup media of SSDT.
