When enabling @pre_creation_commandoption of stored procedure sp_changemergearticle, you must specify a value of 1 force_invalidate_snapshot parameter.

The following SQL Server Books Online does not list this parameter as one of the parameters that requires subscription re-initialization when changed:
The following error is reported if you do not specify @force_reinit_subscription=1 when using pre_creation_command parameter in sp_changemergearticle stored procedure.

Msg 20608, Level 16, State 1, Procedure sp_changemergearticle, Line 395
Cannot make the change because there are active subscriptions. Set @force_reinit_subscription to 1 to force the change and reinitialize the active subscriptions
