You cannot open a file whose file name is fully encoded when you use Internet Explorer 9 to browse the webpage that contains the file

When you use Windows Internet Explorer 9 to browse a webpage that contains a file whose file name is fully encoded, you cannot open the file by using the correct application.

For example, a file on the webpage has�the file name File40.txt. The file name is fully encoded in the webpage as follows:In this example, when you use Internet Explorer 9 to browse this webpage and then download File40.txt, you are prompted to open File40.txt[1]. When you try to open the file, the file does not open.

Note If you use Internet Explorer 8, the file name is listed as File40[1].txt in the prompt, and the file opens as expected.

To resolve this problem, install the update that is described in this section.
