Surrogate pair characters are not handled as expected in an input box in Internet Explorer 9

Symptoms

You have a webpage that has an input box that uses the MaxLength�property. When you browse to the webpage in Internet Explorer, you notice that the input box does not handle surrogate pair characters correctly.

For example, in the webpage, you have the following code for the input box:
<input type="text" name="example2" size="20" maxlength="5" value="">
When you use Internet Explorer to open this webpage, you can enter only�two surrogate pair characters in the input box instead of�five as expected.
