A journaling report remains in the submission queue when an email message is delivered successfully in an Exchange Server 2007 environment

Symptoms

Consider the following scenario:
  • You enable standard journaling in a Microsoft Exchange Server 2007 environment.�
  • You set an external recipient as the journal recipient.
  • You set a same message size value to both the organizational limits and the connector limits on an Exchange Server 2007 Hub Transport server.
  • You send an email message that the size is close to the size limits.
In this scenario, the email message is delivered successfully. However, the corresponding journaling report remains in the submission queue on the Hub Transport server. Additionally, you receive the following error message in Queue Viewer:
400 4.4.7 The server responded with: 550 5.3.4 ROUTING.SizeLimit; message size exceeds fixed maximum size for route. The failure was replaced by a retry response because the message was marked for retry if rejected.

Cause

This issue occurs because the journaling report size is increased slightly, which exceeds the size limit.

To resolve this issue, install the following update rollup:
