"0x000000FE" Stop error message when you try to resume a Windows Vista SP2-based or Windows Server 2008 SP2-based computer from sleep

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows Vista Service Pack 2 (SP2) or Windows Server 2008 Service Pack 2 (SP2).
  • The computer has a USB device attached.
  • You try to resume the computer from sleep.
In this scenario, you receive a Stop error message that resembles the following:
Stop 0x000000FE (00000008, 00000006, 00000001, parameter4)
BUGCODE_USB_DRIVER
Note The last parameter in the Stop error message may vary, depending on the configuration of the computer.

Cause

This issue occurs because the USB hub port is disabled unexpectedly when you resume Windows from sleep.
