The application that hosts MIME Viewer may crash when you open an XHTML file that contains W3C or DTD content

Not sure if this is the right fix? We've added this issue to our memory dump diagnostic which can confirm.

Symptoms

You have an Extensible Hypertext Markup Language (XHTML) file that contains World Wide Web Consortium (W3C) or document type definition (DTD) content. When you open the file by using Multipurpose Internet Mail Extension (MIME) Viewer, the application that hosts MIME Viewer may crash. Additionally, CPU usage is high.

For example, when you open an XHTML file by using Internet Explorer, Internet Explorer may crash.

Cause

This issue occurs because of an infinite loop in the MSXML3 file (Msxml3.dll). When a URL stream loads resource document type definition (DTD) content from memory, the Urlmon.dll utility does not make a callback. This action causes the parent encoding stream to enter an infinite loop.
