Windows Phone 7 fails to synchronize with error 0x85010013 or 0x8600C2B when connecting to Microsoft Exchange Server

Symptoms

When synchronizing with an Exchange Server using Windows Phone 7 (WP7), synchronization fails with an error similar to the following:

Mail.Contoso.com requires that certain security policies be enforced before you can sync your information. Contact a support person or your service provider. Last tried�x�minutes ago. Error code:

The error code will be�0x85010013�or�0x8600C2B

Cause

An Exchange ActiveSync mailbox policy has been implemented with parameters the WP7 device cannot completely enforce.�

The Exchange Client Access server will respond to the device with an HTTP status of 449 whenever the device cannot enforce every parameter within the Exchange ActiveSync mailbox policy. Each subsequent synchronization attempt will fail with an HTTP status of 449 while the current Exchange ActiveSync policy is in place.

Resolution

There are three methods to resolve issue.

Method 1
Modify the existing Exchange ActiveSync policy to apply only WP7 supported policy parameters.

Method 2
Create a new Exchange ActiveSync policy that applies the supported policy parameters WP7 devices can implement, and assign this policy to WP7 users.

Method 3
Enable the parameter to�Allow Non-provisionable Devices�in your Exchange ActiveSync policy.

Important: Enabling Allow Non-provisionable Devices�parameter�allows devices to synchronize, even when the polices the device can enforce do not match the Exchange�ActiveSync policy parameters that are configured on the server.
