The MsExchangeTransport service stops when the Hub server occasionally stops handling the mail flow in an Exchange Server 2007 environment

Symptoms

In a Microsoft Exchange Server 2007 environment, the Hub server occasionally stops handling the mail flow. Therefore, the MsExchangeTransport service enters a stopped state. Additionally, an event that resembles the following is logged in the Application log:
Time: <date, time>
ID: 4999
Level: Error
Provider: MSExchange Common
