"There was an error contacting Bing Maps" error when you use the Bing Map app in Outlook Web App in Exchange Server 2013

Symptoms

When you use Microsoft Outlook Web App to select a Bing Maps link in an email that includes a physical address in a Microsoft Exchange Server 2013 environment, the window of Bing Maps displays the following message:
We think we’ve found an address.
However, it changes to the following error message immediately:
There was an error contacting Bing Maps. Please try again later.

Note The Bing Maps app in Outlook Web App displays a map of a location when a contact or an email message includes a physical address.

Cause

This issue occurs because of a timing issue that causes the script for the Bing Maps app to load unsuccessfully.
