Can't install cumulative updates or service packs when MachinePolicy or UserPolicy is defined in Exchange Server 2013

View products that this article applies to.

Symptoms

Assume that the ExecutionPolicy Group Policy Object (GPO) defines one or both of the following policies in a Microsoft Exchange Server 2013 environment:
  • MachinePolicy
  • UserPolicy

In this situation, when you install any cumulative update or service pack for Exchange Server 2013, the Exchange Server 2013 Setup fails when you run the Readiness Checks.

Cause

This issue occurs because the Exchange Server 2013 Setup disables the Windows Management Instrumentation (WMI) service during the upgrade process. However, when either MachinePolicy or UserPolicy is defined, the WMI service is required to run the Windows PowerShell script that's named ServiceControl.ps1. Therefore, the installer can't continue to work if the WMI service is not running.
