You cannot disable journaling for protected voice mail in Exchange Server 2013 and Exchange Server 2010

Symptoms

Consider the following scenario:
  • You disable journaling for Unified Messaging (UM) voice messages by running the following Exchange Management Shell (EMS) command in Microsoft Exchange Server 2013 and Microsoft Exchange Server 2010:
    Set-TransportConfig -VoicemailJournalingEnabled $false
  • You create a UM mailbox policy that you select the All option for the Protect voice messages from unauthenticated callers setting.
  • You create an Active Directory Rights Management Services (AD RMS) protected voice message.
In this scenario, the voice message is journaled unexpectedly.

Resolution

To resolve this issue, install one of the updates that is based on your Exchange Server:

Cause

This issue occurs because the transport agent does not detect that a message is a protected UM voice message when the agent decides what messages to journal. Therefore, the message is not excluded from journaling.
